Gingoog City Water District - Billing and Collection System
To digitize and streamline its financial processes, Gingoog City Water District partnered with me to build a custom Billing and Collection System using Laravel 9 and MySQL. The system was designed to manage all core billing activities including concessionaire accounts, billing records, payment tracking, and daily reporting. It also handles account status monitoring for dues and disconnections, and enables automated printing of collection and billing summaries. With a structured and role-based interface, the platform ensures accuracy, traceability, and timely generation of financial data needed by accounting staff and department heads. The system enhances transparency and reliability in GCWD’s daily revenue and billing operations.

Client Challenges
Before this project, GCWD relied on a semi-manual process to track payments, billings, and customer accounts, resulting in delays, missing data, and discrepancies in collections. Monitoring accounts for disconnection or overdue status was tedious and error-prone. Generating daily reports involved sifting through paper logs or static spreadsheets, limiting the department’s ability to make quick, data-driven decisions. These inefficiencies not only slowed down operations but also introduced potential revenue losses due to delayed billing or unmonitored collections.
Result After Completion
The Billing and Collection System brought structure, automation, and reliability to GCWD’s finance-related workflows. Staff can now manage accounts, record payments, generate real-time reports, and monitor disconnections from a single platform. Daily summaries are printed automatically, ensuring financial reports are timely and consistent. The digital shift has significantly reduced manual errors, sped up processing, and improved accountability in the billing cycle—supporting better cash flow management and stronger public service delivery.
